The EU expects its fees on cheap e-commerce parcels to generate about €6 billion annually for its budget between 2028 and 2034, according to a European Commission document seen by Reuters. The EU has charged €3 on parcels worth under €150 since July and adds another €2 fee on November 1, aimed mostly at Chinese platforms like Shein and Temu after 5.8 billion low-value parcels entered the bloc last year. The estimate assumes fewer parcels as retailers adjust, and it has the EU budget taking about 90% of the money and member states 10%, down from the 25% they keep now. Retailers are already adapting, as AliExpress adds European warehouses, Shein expands its warehouse space in Poland, and Temu offers some shoppers discounts on the fees.
