Starting November 1, 2026, the European Union is introducing a new customs handling fee of €2 per customs item on goods sold to EU buyers and imported into the EU, regardless of value. A customs item is defined as one or more goods sharing the same tariff classification and description. For example, if a shipment contains two identical shirts and a teakettle, the shirts may count as one customs item and the teakettle as another. In that case, the total handling fee would be €4 for the shipment. 

This €2 fee is separate from and comes in addition to the €3 customs duty introduced on July 1, 2026, which applies to qualifying shipments with a total intrinsic value not exceeding €150; both charges apply where eligible. For example: for a customs item worth €100 imported into the EU, both the €3 customs duty and the €2 handling fee apply. For a customs item worth €200 imported into the EU, the €2 handling fee applies, and instead of the flat €3 customs duty, standard customs duties depending on the category HS code may also apply.

What this means for sellers

If you sell goods to EU buyers that are imported into the EU, the €2 fee applies when those goods enter the EU. As with the July €3 customs duty, payment depends on the shipping method. If you use eBay International Shipping (eIS), buyers pay applicable import fees at checkout. If you ship yourself, please check with your shipping provider about applicable EU requirements and review your pricing and shipping arrangements as appropriate.

What this means for buyers

The €2 handling fee applies per customs item, on goods sold to EU buyers and imported into the EU, regardless of value. For qualifying shipments valued at €150 or less, the existing €3 customs duty also applies.

For eIS orders, applicable import fees are charged at checkout. For other orders, you might be charged the import fees at delivery if the seller has not paid the carrier already.
