Importer Security Filing (ISF): What Is It and Who’s Responsible for Filing

Importer Security Filing (ISF) | Shipping Solutions

The Importer Security Filing (ISF) is a U.S. Customs and Border Protection (CBP) requirement for cargo arriving in the United States by vessel. For most shipments, certain shipment data must be submitted at least 24 hours before the cargo is loaded onto a U.S.-bound vessel. ISF does not apply to air freight, and qualifying bulk cargo is exempt. Breakbulk cargo generally requires an ISF, although qualifying shipments may be filed no later than 24 hours before arrival in the United States instead of before loading. See CBP’s rules for bulk and breakbulk cargo.

The information provided helps determine if a shipment is high-risk and can help combat smuggling. Additionally, it contributes to cargo safety and security. It’s often referred to as the 10+2 rule, the reason for which will be explained below.
